Samsung S20 Ultra 5G Question

So at my job we are a verizon affiliated company so they get verizon phone discounted. That being said I bought a S20 ultra 5G because I read somewhere that they are all the same hardware and would work with any carrier. So I waited Verizons 60 day unlock policy they have and inserted my T-mobile SIM and Calls and internet work but I can't get wifi calling to work nor Voicemail. My question is how if possible would I be able to have this S20 ultra automatically change to T-mobile so I can use all the features. On my unlocked note 10 once I put the sim card in it restarted and automatically changes to the carrier of the sim card. Thanks for the input 👍 I appreciate it.

Stop Hate for Profit: Peloton spends 76% of their marketing budget on Facebook, while 180+ companies are quitting the platform over hate speech. Why won't Peloton join the boycott?

180+ Companies are boycotting Facebook; Peloton isn't.

In the past week major brands - Verizon, Adidas, Unilever, Honda, and Hershey’s - to name a few - joined a global boycott of advertising on Facebook. They join a list of over 180 companies agreeing to "Hit Pause on Hate," (some are listed here) by not advertising on Facebook in the month of July. The boycott has been organized by the Anti-Defamation League, Color of Change, the Free Press, Common Sense, the NAACP, and Sleeping Giants - to name a few.
The goal is to send Facebook a powerful message: Your profits will never be worth promoting hate, bigotry, racism, antisemitism, and violence. Facebook took $70 billion in ad dollars; but did you realize it's the ONLY social media platform Peloton officially recognizes? Peloton spent 76% of their marketing budget there from 11/16/2018 - 12/15/19! Peloton has heavily advertised on FB - and promoted the platform - for years. Marketing efforts have long been led by Carolyn Tisch Blodgett and “community” efforts led and overseen by Jayvee Nava. While many of you were pointing out the longstanding toxic environment of their Facebook page, Peloton still left it largely unmoderated. Even going so far as patting themselves on the back with a “200k strong” badge, and bragging about it multiple times on their public blog. They push users to Facebook via links on every page of their website; its mentioned 92 times on the company blog; in every email from John Foley; and on the bike, Tread, and apps pop-ups encourage users to sign up for Facebook accounts and link their Peloton login. Peloton doesn't just advertise on FB, they actively encourage users participate there.
Peloton spent $324 million on marketing - 35% of sales - in the 12 months ended June 2019. With 76% dedicated to Facebook, that's $246.24 million.
Let’s put that $246.24 million into perspective. Money spent on a platform promoting hate, bigotry, racism, antisemitism and violence. What would that money buy? It's 6,313,846 monthly subscriptions, or 109,684 bikes, or 57,332 Treads, or 5 brand new studios, or 4.5x their entire annual R&D budget, or 15x their music costs. Strikingly, just one-month ago - weeks after protests began - Peloton pledged $500k to the NAACP Legal Defense Fund, even while continuing their Facebook presence.

What could Peloton have accomplished with that same $246.24 million?

Facebook could protect and support Black users. They could call out Holocaust denial as hate. They could help get out the vote. But they are actively choosing not to do so. 99% of Facebook’s $70 billion is made through advertising. Meanwhile, Peloton has been dedicating 76% of its marketing spend on Facebook. Here's some examples. They're in the top-five spenders of direct-to-consumer brands. Peloton could send a very direct message here, but their silence is deafening. Not only are they NOT taking a stand, they continue to send messages to all subscribers asking them to become users at Facebook, further increasing Facebook ad revenue.

It's time we asked Peloton to stop standing with Facebook; stop advertising there; stop running their only "official" page on a platform promoting hate and violence. It's time Peloton put its corporate money - our subscription dollars - toward a platform that does not promote hate speech, racism, bigotry, antisemitism, and violence.

What Reddit is doing

You may have seen the news Reddit's sitewide owners have banned a number of communities, added a Black board member, and updated their content policy. If you don't know reddit's sitewide rules, they're worth checking out here.
Here in /PelotonCycle we have always maintained a stricter set of rules, including "be kind" (R2), "criticism is welcomed, but don't use it as an excuse to push an agenda" (R6), and a broad view (R7) that "personal attacks, slurs, or comments that insult or demean a specific user or group of users" is inappropriate, considered spam, the content will be removed and you may be banned without warning. We have for a while now been banning links to Facebook or removing content that promotes FOMO when discussing Peloton on FB. More on that policy here.

The "It's not censorship" fallacy

The internet is a creation by DARPA as a consequence of Cold War research, and the cold war was largely motivated motivated by our competition with "authoritarian Communists who hate our freedoms".

America’s companies and universities innovate like no other places on earth. We are garage start-ups, risk-taking entrepreneurs and intrepid scholars exploring new advances in science and technology. But that is only part of the story. Many of Silicon Valley’s leaders got their start with grants from the federal government — including me. My graduate work in computer science in the 1970s and ’80s was funded in part by the National Science Foundation and the Defense Advanced Research Projects Agency.
But in recent years, Americans — Silicon Valley leaders included — have put too much faith in the private sector to ensure U.S. global leadership in new technology. Now we are in a technology competition with China that has profound ramifications for our economy and defense — a reality I have come to appreciate as chairman of two government panels on innovation and national security. The government needs to get back in the game in a serious way....
ISP's (Internet service providers) are companies which provide a platform for data-sharing between computers and servers, and are merely a higher node than the social media tech monopolies who provide a platform for user interactions.

Reports of corporate Internet censorship abound. According to news reports and testimony from a 2008 hearing on “Net Neutrality and Free Speech on the Internet” before the Task Force on Competition Policy and Antitrust Laws of the House Committee on the Judiciary, in 2007, Verizon Wireless prevented NARAL ProChoice America supporters from receiving text messages they had requested from the pro-choice organization. In response to public outcry, Verizon asserted it would not service programs from any group “that seeks to promote an agenda or distribute content that, in [Verizon’s] discretion, may be seen as controversial or unsavory.” That same year, AT&T is alleged to have muted the sound during a Webcast of a Pearl Jam concert at the moment lead singer Eddie Vedder made critical comments regarding George W. Bush. According to the 2008 testimony before the Judiciary Committee, both AT&T and Verizon attempted to change their Terms of Agreements to give the companies a right to terminate a customer’s DSL service for any activity they consider “damaging” to the telecom’s reputation, or that of its parents, affiliates, or subsidiaries. BellSouth reportedly blocked customers in Tennessee and Florida from accessing MySpace and YouTube. These are only a few of the reported instances of corporate censorship on the Internet, and without Net Neutrality, it will only get worse.
Censorship can be pushed by data-sharing platforms that occupy other nodes and it is still the same thing.
Neutral flow of data = free expression. The limits to this flow of data are supposed to be as concrete and limited as possible, rather than vague and arbitrary.
A lot of the accusations of what ISP's would do are now being done by other Internet service platforms at an incredible pace. If it was censorship when ISP's did it, then it's censorship when youtube does it.
The legal distinction of speech/expression from behavior is essential for the ideal free speech. Blurring that distinction is against free speech.

As far as free markets go

Any company controlling more than 70% of a market-share is vulnerable to regulation under the Sherman anti-trust act regulation.
So a search index like google (+90% marketshare) or video sharing platform like youtube (+75% marketshare) is not acting as a "private company" but as an anticompetitive monopoly that threatens the free market.
Furthermore, the markets themselves still have laws to protect consumers. You can't legally go out and try to pay someone in exchange for their organs, or engage in otherwise predatory behavior. The idea "true small government libertarians" or whatever should leave private data-compiling groups to their own devices is idiotic shilling.

Tech giant Oracle is one of a few companies in Silicon Valley that has near-perfected the art of tracking people across the internet. The company has spent a decade and billions of dollars buying startups to build its very own panopticon of users’ web browsing data.
One of those startups, BlueKai, which Oracle bought for a little over $400 million in 2014, is barely known outside marketing circles, but it amassed one of the largest banks of web tracking data outside of the federal government.
BlueKai uses website cookies and other tracking tech to follow you around the web. By knowing which websites you visit and which emails you open, marketers can use this vast amount of tracking data to infer as much about you as possible — your income, education, political views, and interests to name a few — in order to target you with ads that should match your apparent tastes. If you click, the advertisers make money.
But for a time, that web tracking data was spilling out onto the open internet because a server was left unsecured and without a password, exposing billions of records for anyone to find.
Security researcher Anurag Sen found the database and reported his finding to Oracle through an intermediary — Roi Carthy, chief executive at cybersecurity firm Hudson Rock and former TechCrunch reporter.
TechCrunch reviewed the data shared by Sen and found names, home addresses, email addresses and other identifiable data in the database. The data also revealed sensitive users’ web browsing activity — from purchases to newsletter unsubscribes.
“There’s really no telling how revealing some of this data can be,” said Bennett Cyphers, a staff technologist at the Electronic Frontier Foundation, told TechCrunch.
“Oracle is aware of the report made by Roi Carthy of Hudson Rock related to certain BlueKai records potentially exposed on the Internet,” said Oracle spokesperson Deborah Hellinger. “While the initial information provided by the researcher did not contain enough information to identify an affected system, Oracle’s investigation has subsequently determined that two companies did not properly configure their services. Oracle has taken additional measures to avoid a reoccurrence of this issue.”
Oracle did not name the companies or say what those additional measures were, and declined to answer our questions or comment further.
But the sheer size of the exposed database makes this one of the largest security lapses this year.

This data — known as a web browser’s “user agent” — may not seem sensitive, but when fused together it can create a unique “fingerprint” of a person’s device, which can be used to track that person as they browse the internet.
BlueKai can also tie your mobile web browsing habits to your desktop activity, allowing it to follow you across the internet no matter which device you use.
Say a marketer wants to run a campaign trying to sell a new car model. In BlueKai’s case, it already has a category of “car enthusiasts” — and many other, more specific categories — that the marketer can use to target with ads. Anyone who’s visited a car maker’s website or a blog that includes a BlueKai tracking pixel might be categorized as a “car enthusiast.” Over time that person will be siloed into different categories under a profile that learns as much about you to target you with those ads.
The technology is far from perfect. Harvard Business Review found earlier this year that the information collected by data brokers, such as Oracle, can vary wildly in quality.
But some of these platforms have proven alarmingly accurate.
In 2012, Target mailed maternity coupons to a high school student after an in-house analytics system figured out she was pregnant — before she had even told her parents — because of the data it collected from her web browsing.
Some might argue that’s precisely what these systems are designed to do.
Jonathan Mayer, a science professor at Princeton University, told TechCrunch that BlueKai is one of the leading systems for linking data.
“If you have the browser send an email address and a tracking cookie at the same time, that’s what you need to build that link,” he said.
The end goal: the more BlueKai collects, the more it can infer about you, making it easier to target you with ads that might entice you to that magic money-making click.
But marketers can’t just log in to BlueKai and download reams of personal information from its servers, one marketing professional told TechCrunch. The data is sanitized and masked so that marketers never see names, addresses or any other personal data.
As Mayer explained: BlueKai collects personal data; it doesn’t share it with marketers.

‘No telling how revealing’

Behind the scenes, BlueKai continuously ingests and matches as much raw personal data as it can against each person’s profile, constantly enriching that profile data to make sure it’s up to date and relevant.
But it was that raw data spilling out of the exposed database.
TechCrunch found records containing details of private purchases. One record detailed how a German man, whose name we’re withholding, used a prepaid debit card to place a €10 bet on an esports betting site on April 19. The record also contained the man’s address, phone number and email address.
Another record revealed how one of the largest investment holding companies in Turkey used BlueKai to track users on its website. The record detailed how one person, who lives in Istanbul, ordered $899 worth of furniture online from a homeware store. We know because the record contained all of these details, including the buyer’s name, email address and the direct web address for the buyer’s order, no login needed.
We also reviewed a record detailing how one person unsubscribed from an email newsletter run by an electronics consumer, sent to his iCloud address. The record showed that the person may have been interested in a specific model of car dash-cam. We can even tell based on his user agent that his iPhone was out of date and needed a software update.

The data went back for months, according to Sen, who discovered the database. Some logs dated back to August 2019, he said.
“Fine-grained records of people’s web-browsing habits can reveal hobbies, political affiliation, income bracket, health conditions, sexual preferences, and — as evident here — gambling habits,” said the EFF’s Cyphers. “As we live more of our lives online, this kind of data accounts for a larger and larger portion of how we spend our time.”
Oracle declined to say if it informed those whose data was exposed about the security lapse. The company also declined to say if it had warned U.S. or international regulators of the incident.
Under California state law, companies like Oracle are required to publicly disclose data security incidents, but Oracle has not to date declared the lapse. When reached, a spokesperson for California’s attorney general’s office declined to say if Oracle had informed the office of the incident.
Under Europe’s General Data Protection Regulation, companies can face fines of up to 4% of their global annual turnover for flouting data protection and disclosure rules.

Trackers, trackers everywhere

BlueKai is everywhere — even when you can’t see it.
One estimate says BlueKai tracks over 1% of all web traffic — an unfathomable amount of daily data collection — and tracks some of the world’s biggest websites: Amazon, ESPN, Forbes, Glassdoor, Healthline, Levi’s, MSN.com, Rotten Tomatoes, and The New York Times. But BlueKai is not alone. Nearly every website you visit contains some form of invisible tracking code that watches you as you traverse the internet.

To stay free, websites use advertising to generate revenue. The more targeted the advertising, the better the revenue is supposed to be.
While the majority of web users are not naive enough to think that internet tracking does not exist, few outside marketing circles understand how much data is collected and what is done with it.
Take the Equifax data breach in 2017, which brought scathing criticism from lawmakers after it collected millions of consumers’ data without their explicit consent. Equifax, like BlueKai, relies on consumers skipping over the lengthy privacy policies that govern how websites track them.
In any case, consumers have little choice but to accept the terms. Be tracked or leave the site. That’s the trade-off with a free internet.
But there are dangers with collecting web-tracking data on millions of people.
“Whenever databases like this exist, there’s always a risk the data will end up in the wrong hands and in a position to hurt someone,” said Cyphers.
Cyphers said the data, if in the hands of someone malicious, could contribute to identity theft, phishing or stalking.
“It also makes a valuable target for law enforcement and government agencies who want to piggyback on the data gathering that Oracle already does,” he said.
Even when the data stays where it’s intended, Cyphers said these vast databases enable “manipulative advertising for things like political issues or exploitative services, and it allows marketers to tailor their messages to specific vulnerable populations,” he said.
“Everyone has different things they want to keep private, and different people they want to keep them private from,” said Cyphers. “When companies collect raw web browsing or purchase data, thousands of little details about real people’s lives get scooped up along the way.”

US Considering 5G Collaboration With China’s Huawei


The U.S. Department of Commerce (DoC) is on the verge of green-lighting a collaboration with Huawei Technologies in China to cooperatively develop 5G standards, according to a May 7 (Thursday) Reuters report that cited sources knowledgeable about the matter.
Collaboration between Huawei and technology companies in the U.S. ceased after the Bureau of Industry and Security (BIS) of the DoC put the Chinese tech firm and 68 of its non-U.S. affiliates on the Entity List in May 2019. In total, more than 100 companies connected to Huawei were added to the list last year.
An executive order was also issued in May 2019 by President Donald Trump that declared a national security emergency against Chinese firms.
Huawei and its affiliates were listed after the DoC concluded the entities could pose a national security threat. In addition, the company allegedly violated the International Emergency Economic Powers Act (IEEPA).
Two sources told Reuters that the DoC was creating a new policy to tackle the issue. The tentative rule would let U.S. firms work on global 5G standards with Huawei.
If the policy draft clears the DoC’s final review, the new rule would be subject to approval by other agencies, the sources said.
“As we approach the year mark, it is very much past time that this be addressed and clarified,” Naomi Wilson, senior director of policy for Asia at the Information Technology Industry Council (ITI), told Reuters.
Wilson added that the U.S. wants its tech firms to compete with Huawei, but policies now in place “have inadvertently caused U.S. companies to lose their seat at the table to Huawei and others on the entity list.”
Following the blacklist, tech engineers at some firms halted discussions with Huawei over 5G standards because they were not sure what they could share with the Chinese company.
Huawei, the world’s largest telecommunications equipment maker, ended up with an advantage when it came to standards meetings as U.S. engineers stopped offering input.
The pending policy is anticipated to apply only to Huawei and not to other Chinese firms on the Entity List, sources familiar with the situation told Reuters.
A senior State Department official told Reuters on Wednesday (May 6) that he is aware the DoC is working on a rule. “We are supportive in trying to find a solution to that conundrum,” the official said.
Right before the coronavirus pandemic started sweeping across the country, Verizon said it was planning to boost its capital investment for 2020 by $500 million to accelerate its 5G efforts.

Use WhistleOut.com to find a cheaper cell plan based on your needs

I've been watching a lot of CNBC's Millennial Money recently and it strikes me how much people typically spend a month on phone, and I'm sure the COVID struggle has tightened a lot of budgets.
I've used whistleout.com to determine a better plan for me and my parents. Put in the data you need (as well as talk and text, but most plans are unlimited these days), and the site will compare all available plans from the main 4 carriers as well as MVNOs (operators that use AT&T, Verizon, T Mobile, or Sprint's towers but are separate companies and are typically cheaper). If, say, AT&T and Sprint have bad coverage in your area, you can remove those carriers and the site will also remove any MVNOs that also use the towers.
One criticism is that they usually show the introductory price, followed by a "for X months". This makes it a bit annoying when you sort by lowest as the first couple offers tend to be these much lower introductory prices. However, it's still a great way to find MVNOs and plans you aren't even aware of!

9 Legitimate Work at Home Jobs 2020

Searching online for legitimate work from home jobs can be a little bit frustrating at times. Many of the options aren’t actually working from home, think rideshare driving or delivering food. Others are low paying ideas like taking surveys, while other sites list straight-up scams.
This angers me on a personal level.
See, I’ve built my business on helping my readers find real ways to make more money. Maybe it’s to pay down debt, save for emergencies, or invest for retirement. And if you already have a full-time job and/or a family, then you need something flexible.
Work from home jobs fill can fill that need, but the problem is that not every site gives you viable options.
So that’s my goal today, to tell you about real, honest, legitimate work from home jobs that will help you earn more money. I’m not going to tell you about MLMs (99% of people lose money), and I’m not going to tell you about surveys (they pay much less than they advertise).
Here are nine legitimate work at home jobs

1. Work as a Facebook digital marketer

Digital marketing on Facebook means you’re running ads for small businesses. It’s not boosting posts — it’s creating, running, testing, and managing ad campaigns for your clients.
Out of all the legitimate work from home jobs on this list, running Facebook ads is my favorite. That’s because it’s what I did after I quit my job to run this site full-time. I needed to find something to supplement my income, saw a need in the market, and learned everything I could.
Then, I landed my first client (it was the jeweler who sold me my wife’s engagement ring).
That client turned into another. Then another and another. I was pretty quickly out earning what I made as a teacher.

2. Teaching English online

Teaching English online to young Korean and Chinese students has been a popular work from home job for a few years now. The hours are flexible, you can work when you want, and you can earn up to $22/hour.
There are several companies out there, but VIPKid is my top pick because they were listed as one of Glassdoor’s 2019 Best Places to Work. I also know a number of people IRL who are happily working for VIPKid.
Okay, what is VIPKid?
VIPKid is a website that connects native English speakers to young Chinese students to learn English. You don’t need to be a teacher to work for VIPKid, but you do need some experience working with kids. Having kids of your own and working as a babysitter or camp counselor all count.
If you’re interested in working from home with VIPkid, you’ll need to fill out an application and go through an interview process, which does involve a practice lesson. It’s surprisingly painless.

I have a few freelancers on my team here at M$M, including a virtual assistant, web developer, SEO guru, and editor. Overall, they freelance because it gives them flexibility. They can work at home if they want, but they can also work while traveling.
If you’re interested in freelancing, I highly recommend starting a website for your business. This will make it easy for you to list your services, show off your work, and it’s how potential clients can find you. But Upwork and Freelancer are great places to look for your first clients.

4. Work as a virtual assistant

I hate to admit this, but it’s 100% true — I would be completely lost without my virtual assistant Melissa.

To work as a virtual assistant, you’ll need to have excellent time management skills. You also need to be organized and be a good communicator. And, this is one of the most flexible and legitimate work from home jobs out there… my VA works at home while raising her four young kids!

5. Customer service representative jobs

All sorts of companies are moving customer service jobs to remote work. And there are lots of companies that are currently posting legitimate work at home jobs on sites like Indeed and Glassdoor. I did a quick search and found a bunch of listings for remote customer service representatives, including:
At an average of $14/hour, the pay is decent. And being able to work flexible hours from the comfort of your own home means you can work on the side of your day job.

6. Write for a living

You might not realize this, but a large portion of the online content you read was probably written by a freelance writer — from web page copy, articles, quizzes, email sequences, marketing copy, and more.
Many freelance writers niche down, but others will work on a variety of projects for all sorts of clients. Niches like medical, technical, and financial writers earn on the higher end (upwards of $50-$60/hour), while content mills pay much less (as little as $0.05/word).

7. Sell on Amazon FBA

FBA stands for Fulfillment By Amazon, and it’s when third-party sellers (like you) sell goods on Amazon. But how? Amazon is huge!
Here’s the short version of how it works: you find things to sell on Amazon (more on that in a second), ship the goods to Amazon, list your items, and when they sell, Amazon ships them out and processes the sale.

8. Flip furniture

Are you the type of person who sees furniture at thrift stores, garage sales, or even sitting on the curb and thinks, “Hey, there’s a lot of life left in that piece!”? Then flipping furniture could be a great work at home job for you.
The thing is, a lot of the tossed out or donated furniture is still in good shape structurally. You might only need to sand, paint, or put new hardware on before selling it. Once you’ve refreshed your pieces, you can sell them on Facebook Marketplace or through selling apps like Trove or Chairish.

This is an excellent work from home side hustle if you cringe when someone uses the wrong verb tense or can’t tell the difference between theithere/they’re.

'A tricky area of philanthropy': LA mayor solicits millions for his favored causes

big money in local politics — has set a surprising city record requesting large contributions, using a little-known and largely unregulated process called “behested payments,” KPCC has found.
Since his election as mayor, records show Garcetti has used the mechanism to raise $31.9 million in large donations to his favored causes from individuals, businesses and foundations, some of which have won sizable contracts and crucial approvals from the city in recent years.
That amount is a new record for the city of Los Angeles, which first began tracking the payments in 1997.
Garcetti has raised more than twice as much in behested payments as California Gov. Jerry Brown and more than 40 times the amount of Lt. Gov. Gavin Newsom over the same time period, according to a KPCC analysis of reports filed by the politicians.
Most of the donations Garcetti raised went to a charity he helped create after his election, the Mayor's Fund for Los Angeles, according to reports he filed with the Los Angeles City Ethics Commission.
Other contributions given at his request benefited other efforts, including two that are dear to his heart: L.A.'s Olympic bid and The GRYD Foundation, which runs a summertime park program Garcetti has supported for years.
“It strikes me that he’s taking advantage of the law more than anybody else has ever done,” said Bob Stern, a former California Fair Political Practices Commission general counsel who helped write the state's 1974 Political Reform Act.

“Corporations or special interests will look for ways to throw money at the feet of the lawmakers,” said Craig Holman, a campaign finance and government ethics lobbyist for the nonprofit consumer rights group Public Citizen. A behested payment “provides an ideal opportunity for the very wealthy and the lobbyist to buy access to lawmakers.”
Charitable foundations and private individuals have also made donations large and small, according to Garcetti’s reports.

Garcetti’s press office scheduled an interview for this story, and then canceled it, but agreed to answer questions submitted by KPCC in writing. In an email sent by his press office, Garcetti defended the contributions as funding important civic causes. He dismissed concerns they raise ethical questions.
"Since I became mayor, we have raised tens of millions of dollars for philanthropic organizations, so that we can tackle those challenges together," one email read.
"Last year alone, we raised critical funding for programs like Summer Night Lights, Homes for Heroes, the L.A. College Promise, Hire L.A.’s Youth and our Welcome Home Project. These are programs that serve our city every day, and I am proud that my office has been able to help them make a difference in Angelenos’ lives," the email stated.
Behested payments and political contributions
The payments seem to contradict some of his public statements against money in politics.
In 2011, Garcetti pushed for a ban on campaign contributions from bidders for large city contracts. The measure, Charter Amendment H, passed by a healthy margin and barred contributions from bidders on city contracts of $100,000 or more.
Garcetti lent his name to the official argument for the measure in sample ballots, which declared “special interests are always trying to buy influence at City Hall. Charter Amendment H will help stop them.”
Then in 2013 during his mayoral bid, Garcetti criticized his opponent Wendy Greuel for benefiting from millions in outside spending.
“I've done things in this campaign that make me the independent candidate. I'm not the hand-picked candidate of the downtown power brokers … I’m not beholden,” he said during a debate.
He also pledged not to accept campaign contributions from retail giant Walmart, which he criticized during his campaign for paying workers low wages.
"Los Angeles loses if we run a race to the bottom in terms of wages and working conditions," he said.
At the end of the following year, city records show that Walmart made a $100,000 contribution to the Mayor’s Fund, at Garcetti’s behest.

Garcetti chafed at comparing campaign contributions to behested payments, insisting “they are completely different” in his written statement.
“The funding we raise through organizations like the Mayor’s Fund for Los Angeles benefits philanthropic organizations, so that they can do things like house veterans, send students to college, and keep kids safe from the violence on our streets,” Garcetti’s statement read. “Campaign contributions benefit political candidates and campaigns. The two forms of fundraising are not comparable.”
His press secretary added that Garcetti spends “virtually no time” fundraising for the Mayor’s Fund.
Giving at the Mayor’s behest
Reviewing Garcetti’s reports of behested payments, city contracts and other government documents, KPCC found at least two dozen donors also had business before the city including:

“I think that that is normal for the beast,” said Craig Settles, a Bay Area broadband industry analyst.
He said telecoms who do businesses with big cities typically assign several lobbyists to help win and keep multi-million-dollar contracts. One way they do that: huge contributions.
“If there’s anyone that’s paying attention, you realize that the company doesn’t have to give the money to the legislator directly,” Settles said. “You just basically funnel it into different activities where the elected official can get a great photo op and then, boom, there you go."

Heidi Flato, who handles external communications for Verizon on the West Coast, declined repeated requests for comment. Julia Cooksey, Verizon’s local lobbyist at the time of the $100,000 donation, also declined to be interviewed.
Verizon later transferred that $15 million contract to another company, but it still has plenty of business with the city: at least 11 contracts active since 2011, city records show, covering a wide variety of services, supplies and telecom equipment.
Garcetti did not sign the Verizon contract in question and had no veto power over it.
He did have approval power over the city ordinance involved in the Paramount studio expansion deal and could have vetoed it.
Jennifer Lynch, Paramount’s vice president of corporate social responsibility and internal communications — who oversaw the $50,000 donation to the Mayor’s Fund in 2015 — said that money went to support the Domestic Abuse Response Team initiative, a Los Angeles Police Department program.
“We are very proud of the local grants we make to support our Hollywood area community,” she wrote in an email, “and certainly providing the seed funding for a domestic abuse and response team at the Hollywood Police Station is a particular source of pride for Paramount, but we really do not seek to publicize the community investments that we make.”
Lynch declined KPCC's interview requests.
Paramount has been active in traditional political giving as well. Since 2015, the company has donated to 18 "officeholder accounts" held by L.A. politicians. That includes donations to politicians in each of L.A.’s 15 council districts and its three citywide offices: city attorney, controller and mayor.
Stern, the former general counsel for the FPPC, said regardless of whether he has a vote on contracts, Garcetti has clear influence over transactions in the city and that raises ethical concerns.
"People who have business pending in the city of Los Angeles shouldn’t be making payments at the behest of the mayor," he said.
‘Not considered gifts’
Other behested donations reported by the mayor include money from Disney and Goldman Sachs, the Los Angeles Dodgers, and the foundations of celebrities like “Star Wars” director J.J. Abrams and basketball great Kobe Bryant.
The list also includes wealthy philanthropists and their foundations: L.A.-based billionaire Eli Broad, former New York City Mayor Michael Bloomberg and Casey Wasserman, an entertainment executive and chairman of the committee to bring the Olympics to Los Angeles.
Garcetti has reported more than 400 behested payments since his first mayoral election. The median reported payment is $25,000, but the list includes dozens of five, six and seven-figure contributions.
Garcetti signs each report disclosing a behested payment. Some donors contacted by KPCC said Garcetti had not directly asked them for the behested donation, rather his staff did.
Unlike campaign contributions, which are limited — to $1,400 in the case of mayoral candidates in Los Angeles — behested payments can be made in any amount. California requires politicians to report them, but only when a donor gave $5,000 or more in a single year.
"They’re not considered campaign donations because they’re not going to the campaign, and they’re not considered gifts," said Jay Wierenga, communications director with the California Fair Political Practices Commission. "So, there’s that in between area where lawmakers have come up with the term behested payments."
City records show many donors didn’t stop with hefty behested payments. Several also gave to Garcetti’s 2017 re-election campaign or his officeholder account. Some even donated all three ways — including Eric Smidt, CEO of Harbor Freight Tools, Geocities founder David Bohnett, Coca-Cola and Paramount Pictures.
No limits on behested payments
The unlimited nature of the behested payments at the request of a public official can create opportunities for influence buying, according to Brendan Fischer, an attorney with the Campaign Legal Center in Washington, D.C.
“Limits on the amount that a donor can give directly to a candidate are in place for a reason, and that’s to limit corruption,” he said. “By a donor being allowed to support a public official above and beyond the legal contribution limits undermines the law’s anti-corruption purpose.”
To be sure, Garcetti isn’t the only official behesting payments.
Verizon and Paramount, for example, have been making behested payments in Los Angeles for more than a decade, according to records kept by the Los Angeles City Ethics Commission.
Verizon has also been active at the state level. It donated another $225,000 at the behest of more than a dozen statewide politicians and state legislators since 2011, including Gov. Brown, according to reports filed with the FPPC.
Garcetti’s predecessor, Antonio Villaraigosa, also solicited behested payments. In his eight years in office, they totaled $22.8 million. Garcetti eclipsed that amount in his first four-year term.
Politician-branded charities like the Mayor’s Fund are fairly unusual, but Fischer, of the Campaign Legal Center, says nonprofits are increasingly viewed by both donors and public officials as a means of promoting an agenda and promoting policy.
“And for donors, nonprofits may increasingly be viewed as a means of influencing public officials and, perhaps, secretly influencing public officials,” he said.
L.A.’s Mayor’s Fund was modeled after a similar mayoral charity in New York created when Rudy Giuliani was mayor in the 1990s. Both organizations are 501(c)(3)s not 501(c)(4)s, so they aren’t allowed to advocate, participate in politics or spend money on influencing elections.
Deidre Lind of the Mayor’s Fund for Los Angeles declined an interview with KPCC but said in an email that the fund is independent of the mayor.
“Our independent decision-making structure along with our commitment to transparency, collaboration and impact is critical to our ongoing success,” Lind wrote in a statement. She added paperwork is filed for every donation requiring a behested report “regardless of the level of engagement of the Mayor himself or his staff.”
Still, there are clear links between Garcetti’s mayoral administration and the Mayor’s Fund.
Garcetti’s press secretary said Mayor’s office staff are involved with the Mayor’s Fund. In addition, Garcetti’s former deputy chief of staff, Rick Jacobs, sits on the board of directors for the Mayor’s Fund. Jacobs did not return calls or emails for comment.
Tax records show the Mayor’s Fund has passed on millions of dollars of donations to local causes, including groups supporting immigrants, the city’s workforce development department, and efforts to reduce veteran homelessness through another nonprofit, United Way of Greater Los Angeles.
Money appears to have been coming in faster than it’s been spent. Tax documents from the Mayor’s Fund for its first two full years, the most recent available, show the nonprofit spent about 40 percent of the money it raised during that time.
David Callahan, editor of Inside Philanthropy, said he’s noticed a swell in local charitable giving and suspects that might be helping Garcetti. "I think the Mayor’s Fund has kind of caught the wave at a good moment," he said.
But he added that transparency is critical for an organization touting its connection to an elected official. “This is a tricky area of philanthropy,” he said.
Supporters: money goes to 'good causes’
A growing market is springing up around these contributions, according to attorney Nola Werren, who works for an Ohio-based company called State and Federal Communications Inc.
Werren advises corporate lobbyists on how to make behested payments legally — she said her company expanded services to cover the fundraising method when they started getting questions about it from clients a few years ago.
Werren said she cautions lobbyists and the corporations that employ them to keep in mind how the payments will appear to the public: “This is where you look before you leap.” She said she would never advise a company to go forward if she found an instance of ‘pay to play’ — where there's a demand for payment in exchange for governmental action.
But she argues the payments benefit society.
“You know, when you think of a 501(c)(3) charity, they’re for good causes,” she said. “It’s really a win-win situation. The lobbyist ingratiates themselves with the official, the public official appears as a very benevolent-minded person, and the charity gets money.”
Currently only two states, including California, require politicians to report some forms of behested payments. But other jurisdictions are moving to regulate the arrangement.
Behested payments are banned in New York and Maryland in certain cases, according to Werren. In New York State, public officials can’t direct these kinds of charitable gifts from an “interested source” — a person or group with business before the state.
Richard Briffault, Columbia University law professor and campaign finance expert, said New York’s limit on behested-style transactions “makes sense” given that the donations are ethically thorny.
“A true gift may come out of the blue, unasked-for, and may not even be something the covered person wants,” he said. “But a behested gift is one that the public servant has actually asked for. So the likelihood of actual gratitude is much higher.”
